Hong Kong has been placing an increasing focus on its regtech development as regtech plays a prominent role in the future of regulatory compliance. Talent is an essential element for Hong Kong’s regtech sector to flourish. HKUST Business School recently published two reports on the regtech development in Hong Kong which summarizes the challenges and recommendations for the regtech sector. Talent is identified as one of the biggest challenges.

Mr. Arthur Yuen

Arthur Yuen is in charge of the full range of banking policy, supervision, conduct, and enforcement issues at the Hong Kong Monetary Authority (HKMA). He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000. He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008. He was appointed to his present position on 1 January 2010.

Irene brings a wealth of expertise and leads in various areas such as regulatory technology, wealth management, product compliance, family office compliance & regulatory change governance. She is a talented and seasoned executive with over 14 years of extensive compliance experience in financial sectors including global private bank, commercial bank and insurance company. Ms Lee has spearheaded compliance efforts in the bank’s digitalization and regtech initiatives. Ms Lee’s primary interests lie in the application of regtech solutions in the Greater Bay Area to build the ecosystem for the digital transformation.

Irene is currently the board member of Fintech Association of Hong Kong, head up the GBA and also the board sponsor of both Regtech Committee and Greentech & ESG Committee.

Mr. John Hsu

John Hsu is HSBC’s Chief Information Officer, Asia Pacific. Based in Hong Kong, with more than 20 years’ experience in the global technology sector, John is responsible for leading our technology function in Asia Pacific, including GBA to ensure alignment with HSBC’s growth strategy to support business growth, cost effectiveness, risk management, people management and innovation.

Prior to joining HSBC, John was VP Quality Operations and HR CIO at Huawei, responsible for managing the company’s people operations and creating next generation digital and analytics platforms. John’s 20-years career also includes CTO and CIO roles with SF-Express and Saint-Gobain, a founder for two technology tartups, as well as being a senior advisor and management consultant, worked with CIOs and COOs of various fortune 500 companies on solution design and execute largescale technology transformation programs. Throughout his career, John demonstrated high capacity to turn ideas and thoughts into actionable processes and useful products, and is a relentless driver on customer experience.

John holds a Master’s degree in Information Systems Management from Carnegie Mellon University, and Bachelor of Science in Electrical Engineering and Computer Science from UC Berkeley.

Mr. Simon Au Yeung

Simon Au Yeung is currently the CEO (Blockchain Finance) of ARTA TechFin Corporation Limited. He is a founding member of HashKey Digital Asset Group and assumed the compliance, AML and risk management Manager-In-Charge roles of its SFC-licensed virtual asset trading platform.

Prior to HashKey, Simon also led different business/service functions in global financial institutions, e.g. Ant Financial, HSBC and BNP Paribas. He also worked in the SFC as a regulator during his early career.

Simon is the co-founder and co-chairperson of IEEE Hong Kong Blockchain Chapter as well as the Leader of the Year (2019/20) of the IFTA Fintech Achievement Award.

Prof. TAM Kar Yan, MH, JP
Dean
HKUST Business School

Prof. Tam is the Dean of HKUST Business School. He is a founding member of the School and an accomplished information systems scholar.

Under his leadership, the HKUST Business School is moving ahead with several major academic plans including fintech and green finance. He is currently heading a team of cross-disciplinary scholars to work on a major fintech project funded by the Research Grants Council under the Hong Kong Government.

Prof. Tam has also played an active role in promoting academia-business collaborations and startups. He is committed to public service and appointed to a number of education and policy groups, including the Curriculum Development Council (Chairman), Hong Kong Committee for Pacific Economic Cooperation (Chairman), and the Hong Kong Productivity Council. Prof. Tam received his PhD from Purdue University, specializing in Big Data and Electronic Commerce.
