The development of the Lok Ma Chau Loop has provided beneficial conditions for attracting global technology companies to invest in Hong Kong. Moreover, advancing the current technology and innovation development plays a significant role in enhancing Hong Kong’s long-term competitiveness and generating demand for local technology companies.

With more large technology companies relocating their R&D center to Hong Kong, knowledge transfer can be widely promoted and cultivated in Hong Kong’s universities.

The report also proposes the introduction of “Productive Thinking”; where the government would provide matching funds for universities’ technology transfer and reinstate the function of the Hong Kong Productivity Council to promote the commercialization of scientific and technological achievements.
