Equipping Future Leaders in Public Service
A new series of programs designed specifically for the public sector has been launched. A two-day Public Sector Strategic Leadership and People Management Program took place recently which was attended by 21 middle-to-senior officers from four HKSAR Government departments and organizations.
Led by Adjunct Professor of Management Prof. Chris CHAN, the program focused on essential leadership skills needed to navigate today’s complex public sector landscape. Participants engaged in interactive discussions on strategic sensemaking, coalition building, and driving innovation, emphasizing the importance of psychological safety and high-performance team dynamics. The program equipped participants with the knowledge necessary to foster a culture of collaboration and adaptability within their organizations.
Another one-day Public Sector Leadership Development Workshop, also taught by Prof. Chris Chan, will take place in June. This workshop is tailored for middle-level management in the HKSAR Government and related organizations, providing practical tools to enhance leadership effectiveness and address contemporary challenges.
Shaping the Future of Banking
Our School is dedicated to cultivating fintech professionals. The Executive Education Office is thrilled to continue its collaboration with the Hong Kong Institute of Bankers for the Enhanced Competency Framework (ECF) on Fintech (Professional Level) Programme, which has been ongoing since 2022.
The first cohort of the module on “Regtech”, comprising banking practitioners as learners, is a comprehensive 300-hour learning journey with 21 hours of face-to-face lecture sessions, 276 hours of self-study, and concludes with a three-hour examination.

Led by Adjunct Professor of Information Systems, Prof. Hilton CHAN, the 21 hours of lectures will help learners to achieve key outcomes, including a robust understanding of Regtech best practices and the ability to apply business acumen in risk management and regulatory compliance. The structured curriculum covers essential topics such as the legislative framework of Regtech, data governance, and disruptive innovations in banking.
Through engaging case analyses and practical exercises, learners will gain a well-rounded understanding of the challenges and opportunities in the evolving fintech landscape. All seven modules of the ECF-Fintech (Professional Level) Programme have been launched, and each module is scheduled to be offered annually.
