PACT: PQC Accountability and Controlled Transition — A post-quantum cryptography transition framework for the banking industry
This reference manual presents PACT (PQC Accountability and Controlled Transition), a structured and comprehensive framework co-developed by HKUST and the Hong Kong Monetary Authority (HKMA) as part of the Post-Quantum Cryptography (PQC) Toolkit. It helps banks translate awareness of quantum risk into concrete action.
The framework supports banks in establishing clear governance and accountability, evaluating cryptographic exposure, prioritising transition needs, and planning and monitoring implementation. By linking strategic decisions with practical workstreams and evidence of progress, PACT provides a coherent basis for an orderly and risk-based transition to post-quantum cryptography.
The manual serves as a detailed reference for management and for the business, technology and control functions involved in the transition. Banks can tailor the framework to their size, complexity and exposure. PACT supports greater cryptographic agility and progress towards the HKMA’s goal of full quantum readiness for Hong Kong’s banking industry by 2030.

AI in the Workplace: Perceptions and Preparedness of Workers
This report presents findings from a city-wide survey, AI in the Workplace: Perceptions and Preparedness of Workers, conducted by HKUST Business School between March and April 2026 to explore workers’ experiences and perspectives on workplace AI adoption in Hong Kong. The survey examines AI awareness and usage, perceived impacts on work and careers, attitudes towards adoption and regulation, workforce preparedness and training needs, and organizational support and governance.
The study gathered 3,722 valid responses from Hong Kong workers across a wide range of industries, occupations, job levels, and company sizes. The results indicate widespread adoption of AI in the workplace and strong interest in upskilling among Hong Kong workers, while notable gaps remain in organizational readiness, employee training, and practical AI capabilities.
The report offers valuable insights for stakeholders seeking to understand the current state of workplace AI adoption in Hong Kong and to inform future talent development and governance strategies.
